I further the quote by saying "it's not who you know, but who knows you" that can be all of the difference. How many connections do you have on LinkedIn? Now how many connections, that if you messaged them, might actually respond and help with your request. That's the difference when people know you.
We outline our process of networking called BMC = Building Meaningful Connections.
It starts with making CONNECTIONS. You can reach out and connect even if you're shy and an introvert. We share some thoughts and insights on doing so.
Now that we've connected, how do we make the relationships more MEANINGFUL? Often times it starts by being curious, interested, and most importantly looking to add value. 
So you've made a meaningful connection, how do you BUILD on them? The easiest way I found was to schedule it. Make sure that you'll allocate time to connect with folks. Make those connections a priority. Then practice with the purpose of getting better!
When you BMC, you'll find that chasing opportunities less because more opportunities just happen to be coming your way.
